This is a super easy project. Just download the page with the folder and elements, found below, then print on white cardstock. I like this one from Amazon, because it prints well and is nice and heavy, but any cardstock will work.
Cut out the pieces and fold the mini folder in half; crease it so it stays folded. Assemble with glue or double stick tape however you like. Here's one configuration:
Use a mini hole punch or a tapestry needle to make holes in the small tags, then thread a bit of baker's twine through the holes. You can assemble this piece by itself or use it to accent a junk journal page or Valentine's Day card.
